Gregory J. Naclerio is a partner at Ruskin Moscou Faltischek, where he is chair of the Health Law Regulatory Department and co-chair of the White Collar Crime &Investigations Group. He is also a member of the Corporate Governance Practice Group.
Mr. Naclerio represents hospitals and health care professionals in various administrative and regulatory matters, including Medicare/Medicaid investigations, private carrier audits and the defense of false claim cases. Services are also provided to physicians and other licensed professionals before the OPMC and OPD. He also represents commercial insurance carriers in the creation of Fraud Detection Units as well as compliance programs for hospitals. Consultations concerning the federal Anti-Kickback statute, the Stark Law, the New York State Referral Act and the Federal False Claims Act are also provided.
Mr. Naclerio previously served as the Director of the Long Island Regional Office of the Deputy Attorney General for Medicaid Fraud Control. In that capacity, he supervised all investigations and prosecutions of Medicaid providers and allegations of patient abuse on Long Island.
Mr. Naclerio will speak on the legality of entering into percentage based billing arrangements with physicians, anti-kickback statutes, safe harbors and false claims.
Betsy has over 20 years experience in physician practice management and speaks nationally about billing, coding and compliance. Her goal is helping physicians get paid! She has been a consultant for the past five years.
Betsy was the Chief Operating Officer of Network Management Services in Springfield, Vermont for nine years. During that time, she was responsible for physician practice operations in the network and the operations of the MSO administrative service functions. She set up a centralized billing and information system that served over 20 practices and 60 physicians. She organized the management services and was responsible for operational systems including personnel, regulatory compliance, budgeting, and planning.
Some of the projects Betsy directed included: organizing a quality improvement project to decrease the time that charts were unavailable, developing a marketing plan for a 25 physician primary care group, and developing and executing a physician expansion plan. She is experienced in Accounts Receivable management and revenue enhancement and coding analysis.
Betsy has worked with private practices to help them to improve their financial performance and operations and develop practice-building plans. She helped organize and direct practice expansions, adding doctors and mid-levels providers and expanding into new space.
Most recently, she set up a Third Party Administrator, Enterprise Benefit Management, for BC/BS of Vermont. At EBM, she worked with employers and brokers in the area of health care self-funding, administration and medical plan design. She has served on the boards of the community mental health center and the Vermont Center for the Book. Betsy received her BA from the University of Pittsburgh and a Masters in Social Work from the University of Pittsburgh. She also holds an MS in Management from Antioch New England College.

Prior to starting CRN in 1999, Laureen ran a successful rehab (OT, PT, SLP) practice in New Jersey that at it's zenith served over 17 long term care facilities with 26 therapists, aides and support staff. Her company was approved by Medicare and billed over 1.6 Million with less than a .06% rejection rate -- unheard of in the rehab industry. The reason for this success was making sure her company billed based on source documentation and to provide ongoing training to her therapists regarding proper coding.
Laureen also has a love of computers and most especially internet technology and created an online community where medical billers and coders could network with each other. When she saw a need for quality online medical billing and coding training she took her classroom course offerings and put them on the internet under the CRN Institute name. Laureen teaches AAPC Certified Coding Preparation and Medical Billing telecourses and online courses. She will teach attendees "how to be your own consultant using the internet."
