Quin has been involved in medical practice management,
coding, reimbursement and policy analysis for government
and Commercial payors for over 25 years. He has been a
member of the AAPC National Board, a Billing Director
for a four county Mental Health Agency, and is a
National Consultant and Speaker. He has worked at and
with small Medical practices, multi-specialty practices,
Medical Colleges and teaching institutions and large
multi-campus Medical Groups. He is a nationally known
seminar speaker and often quoted in the trade press.
Quin provides physician and staff training in E/M,
ICD-9, & CPT coding. He also does Policy analysis of
government payors, coding, compliance and documentation
auditing, business system reviews and fee analysis. He
specializes in E/M issues, teaching institutions, Non
Physician Practitioners, Mental Health issues and
compliance work. He also does multi-specialty work.
Robert W. Liles

Mr. Liles focuses his practice on fraud defense,
internal audits / investigations, compliance and
regulatory matters. Mr. Liles has represented a wide
variety of clients in civil and criminal proceedings,
complex civil litigation, and in connection with reviews
conducted under non-profit and Sarbanes-Oxley compliance
requirements.
Before entering private practice, Mr. Liles served as
Deputy Director for Legal Programs at the United States
Department of Justice (DOJ), Executive Office for United
States Attorneys (EOUSA). Prior to serving in
Washington, D.C., he worked as an Assistant United
States Attorney in the Southern District of Texas,
Houston office, where he primarily handled False Claims
Act matters and cases.
Mr. Liles was subsequently appointed as Chief of the
Financial Litigation Unit for the Southern District of
Texas. Working in this capacity, he was responsible for
managing a substantial accounts receivable portfolio,
representing hundreds of millions of dollars in
collections amounts owned to the government by
individuals and corporations. Mr. Liles managed a staff
of attorneys and support personnel tasked with
collecting sums owed to DOJ and its client agencies.
In 1997, he was detailed to the EOUSA in Washington,
D.C. as its first National Health Care Fraud
Coordinator. In this capacity, he advised Assistant
United States Attorneys around the country on civil and
criminal health fraud statutes, schemes, investigative
tools, privacy concerns, and compliance issues.
Mr. Liles was instrumental in implementing DOJ guidance
on the judicious use of the False Claims Act. Mr.
Liles has taught and lectured at more than 50 national
conferences and seminars to DOJ prosecutors,
investigators, auditors, and industry representatives on
a variety of civil and criminal fraud and regulatory
issues. He serves as faculty for the Georgetown
University / National Institute of Trial Advocacy.
In 1999, Mr. Liles received a Director's Award
(Executive Office for United States Attorney's highest
award). Mr. Liles' management background provides a firm
understanding of the real-life operational and
regulatory problems faced by corporations.
David P. Parker

David Parker practices in the business transaction area,
overseeing all legal aspects of private debt and equity
financings and the purchase and sale of businesses. He
represents buyers and sellers in the purchase or sale of
business operations and entities. He has experience in
originating, syndicating, closing, servicing, and
working-out a broad range of complex private financings
of operating businesses. Mr. Parker's lending practice
includes many forms of senior and junior debt,
representing both capital providers and borrowers. His
equity finance practice includes venture capital and
similar early-stage transactions, and many forms of
later stage equity capital formation. He also provides
advice on general corporate matters.
From 1995 until 2006, Mr. Parker was a partner with
Dickstein Shapiro LLP in Washington, DC, with a
corporate transaction practice. From 1979 to 1995, Mr.
Parker served as the principal in-house attorney for
Allied Capital, a publicly traded Business Development
Company headquartered in Washington, DC; he was its
general counsel from 1985 until 1995. At Allied Capital,
he handled his clients' transaction work, including
closings, servicing, and workouts of equity investments,
mezzanine and senior loans, and managed both in-house
and outside counsel engaged in corporate governance and
regulatory matters.

insurance for 9 years at local community colleges.

Teresa Thurston
Teresa Thurstonis the owner/CEO of Northside Physician
Management Services of Maineville, Ohio. She has been
in the medical billing field for approximately 9+
years. She started out pulling charts in an Orthopaedic
practice and have learned literally from the ground up.
In 3 years, she has gone from having 1 provider to 16.
She has also obtained the honor of being named in the
Metropolitan Who’s Who in the business industry for
2006.

Cindy Weiss is the owner & CEO of Customized Billing
and Consulting Inc. located in Windsor, California. She
has 16 years experience in the billing profession. She
was a past president of the Sonoma County Medical
Assistants. She is also currently active in cancer
awareness.
Sarah Lott

Sarah Lott, president and owner of Texas Star Medical
Billing, Inc. in Vidor Texas, specializes in DME billing
and consulting. She learned the business hands on as a
manager of 2 different DME companies. Her first
position as the only office personnel advanced to
manager of 12 employees and a gross business of almost
$2,000,000 annually. She opened a branch office for a
second company and in 18 months had an established
business running a 1/2 million dollars in sales and a
replacement trained and ready to take her place.
Sarah has received multiple certifications in business
management, DME billing, In-take process, reimbursement,
HIPAA, Corporate Compliance and many other related
subjects. She authors her own notebook for providers
setting up a company and just completed her notebook for
DME.
Sarah is a 12 year member of MESA, the Medical Equipment
Suppliers Association and a member of AHIMA. We know
her as a member of AMBA for the past seven years. In
2004, Sarah received our Five Star Award and in 2005,
our Member of the Year Award. She is an active member
of the Texas state chapter TXAMBA, where she now serves
as Vice-President.
Trish Bukauskas,

Ms. Bukauskas has over 20 years in the medical field.
She currently is the owner of T.B. Consulting & Billing,
a firm that specializes in medical billing, education,
consulting, auditing, compliance and initial start up of
medical offices and clinics. Her education in business
management and vast experience in the operations of
medical practices provide her with the “edge” in keeping
medical practices profitable and compliant while staying
abreast of the constant changes in the medical industry.
Ms. Bukauskas is a Certified Medical Manager through the
Professional Association of Health Care Office Managers
(PAHCOM) and a Certified Professional Coder, (CPC) with
the American Academy of Professional Coders (AAPC), and
Professional Association of Healthcare Coding
Specialists (PAHCS). She is extremely active in all the
organizations, serving on numerous committees and
providing lectures for various functions.
Ms. Bukauskas provides educational seminars across the
country for insurance, national pharmaceutical and other
organizations. She teaches and has published manuals
for the following medical specialties: OB/GYN, Urology,
Family Practice, Pain Management, Anesthesia, Emergency
Medicine, Orthopedics, Oncology and Radiology, DMERC and
Coding and Compliance. She has held several national
teleconferences on coding / reimbursement topics and was
the editor for the Coding Institute’s “Anesthesiology
and Pain Management Coding Alert.”
Ms. Bukauskas’ expertise in auditing, compliance and
billing is vital in the always changing medical
industry. From a compliance viewpoint, her knowledge
could save money from costly audits. Compliance
programs are essential and her company maintains the
proper billing and documentation guidelines for each
client so they are consistently following all federal
guidelines.

Alicia Montelongo has 17 years accounting
experience. She has managed accounting
departments for small, medium and large
corporations. She currently is co-owner of her
own medical billing company Primas Administrative
Solution were she serves as CFO and Manager of
Accounting and Operations, located in Irving TX.
Alicia also does consulting for small to medium
companies needing to implement or restructure
their accounting system. Alicia is a member of

Gail Marshall has a BA in Business Management and is

in the billing industry for 19 years. She is a

Brice Duffie

Cyndee Weston, founder of
AMBA, has been an independent medical biller and
consultant for 18 years. She founded the AMBA in 1998 as
a result of her experiences and needs as an independent
medical billing specialist and knowing how important it
is to network with other billers and to share
information. Prior to owning her own billing service,
Weston worked for many years as a Claims Adjuster for
commercial carriers processing health claims. She holds
